Largest European AI Infrastructure Investment to Date
Microsoft has announced a $3 billion investment to build AI-optimized data centers across five European countries, representing the company's largest single infrastructure commitment outside the United States. The new facilities will be located in Germany, Spain, Italy, Poland, and Sweden, with construction beginning immediately and the first sites expected to be operational by early 2027.
Investment Breakdown
- Germany ($900 million): Two facilities in Frankfurt and Berlin focused on enterprise AI workloads, expanding Microsoft's existing German cloud presence.
- Spain ($650 million): A new AI data center campus near Madrid, Microsoft's first major infrastructure investment in Spain.
- Italy ($550 million): Expanding the Milan region with dedicated AI compute capacity to serve Southern European markets.
- Poland ($500 million): A new facility near Warsaw serving Central and Eastern European customers.
- Sweden ($400 million): Expanding Microsoft's existing Nordic presence with a focus on sustainable, renewable-energy-powered AI compute.
Why Europe, Why Now
The investment reflects several converging trends. European enterprise adoption of AI services has grown 180% year-over-year, with demand for Azure OpenAI Service and Copilot driving much of the increase. At the same time, European data sovereignty regulations, including GDPR and the EU AI Act, require that certain data processing occur within EU borders.
"European businesses and governments need world-class AI infrastructure on European soil. This investment ensures they have it," said Microsoft CEO Satya Nadella during the announcement.
The EU AI Act, which began enforcement in February 2026, has created additional demand for localized AI infrastructure. Companies deploying high-risk AI systems under the Act need to ensure they can demonstrate compliance, which is easier when data processing occurs within EU jurisdictions.
Technical Specifications
The new data centers will be purpose-built for AI workloads. Each facility will feature liquid-cooled server racks optimized for Nvidia H200 and next-generation GPU deployments. Microsoft is designing the sites with modular expansion capabilities, allowing capacity to be added incrementally as demand grows.
Power consumption is a critical consideration. The five facilities will collectively consume approximately 500 megawatts at full capacity. Microsoft has committed to matching 100% of this consumption with renewable energy purchases and is exploring direct power purchase agreements with wind and solar providers in each country.
Economic Impact
Microsoft estimates the construction phase alone will create approximately 15,000 jobs across the five countries. Once operational, the data centers will employ around 3,000 people directly, with additional indirect employment in supporting industries. The company is also committing $50 million to AI skills training programs in each of the five countries.
Competitive Context
Microsoft's investment follows similar European infrastructure commitments from competitors. Google announced a $2 billion European data center expansion in late 2025. Amazon Web Services committed $1.5 billion to new European capacity earlier this year. Oracle, IBM, and smaller cloud providers have all announced European expansion plans.
The collective investment underscores Europe's emergence as the second-largest market for cloud AI services after North America, and the strategic importance of having infrastructure physically present in the region to serve customers subject to European regulation.
